Quebec: PQ Leads at 28%; Liberals 23%, Conservatives 20%, CAQ 18%

PQ leads a fragmented provincial race at 28%. Cost of living and health care top the issue list; 56% say Quebec is moving in the wrong direction.

October 4, 2026 (Toronto, ON) - A new Liaison Strategies Quebec survey finds the Parti Québécois leading with 28% among decided and leaning voters, followed by the Quebec Liberal Party at 23%, the Conservative Party of Quebec at 20%, the Coalition Avenir Québec at 18%, and Québec solidaire at 10%. Other parties receive 1%.

Liaison surveyed 1,000 Quebec voters on October 2 and 3, 2026, using Interactive Voice Recording (IVR) technology and random digit dialling across landline and cellular phone networks. Results were weighted by age, gender, and language. The margin of error for the total sample is +/- 3.1 percentage points, 19 times out of 20, and is higher for subsamples. Totals may not add to 100% due to rounding.

Liaison Strategies ranked #1 in accuracy in the 2025 Ontario election and #2 nationally in the 2025 federal election. Liaison is a member of the Canadian Research Insights Council.

"The PQ has the highest vote share. No party reaches 30%, and four parties have at least 18%. Ten per cent are undecided on the initial ballot question."

Quebec decided and leaning vote: PQ 28%, Liberals 23%, Conservatives 20%, CAQ 18%, Quebec solidaire 10%, other 1%.

"Fifty-six per cent say Quebec is moving in the wrong direction, compared with 36% who say the right direction. Cost of living leads the issue list at 27%, followed by health care at 24% and housing at 12%. Sovereignty and a referendum is the top issue for 7%, and for 15% of PQ supporters."

Quebec top issues: cost of living 27%, health care 24%, housing 12%, jobs and the economy 11%, sovereignty and a referendum 7%, education and childcare 6%, immigration 6%, other 4%, not sure 3%.

"How the numbers will impact each individual riding remains to be seen. While a PQ majority is possible, we are of the opinion it is unlikely."
